_MOONEE PONDS CENTRAL OPEN FOR BUSINESS
Collie was closely involved in the planning and development of the new ‘Moonee Ponds Central’ shopping centre which opened recently.
The centre consists of approximately 10,000 square metres of retail floor space (including a K-Mart), approximately 2,300 square metres of office floor area and around 530 car spaces. It includes the provision of a new pedestrian mall from Pickles Street through to Hall Street and from Hall Street through to Homer Street, opposite a new entry to the mall north of Homer Street. The development has filled in what was previously a large gap in the Moonee Ponds Activity Centre and now provides a north-south pedestrian link throughout the centre.
Collie worked closely with the developers of the site, Mirvac, providing planning services from the early stages of the project. Following extensive consultation with the Moonee Valley City Council (Council) and the then Department of Sustainability and Environment (DSE; now Department of Planning and Community Development), a planning scheme amendment was approved in 2006. This was followed by approval of a development plan and the issue of a planning permit in 2007.
Apart from extensive liaison with the Council and DSE, Collie provided preliminary planning advice on the initial design and expected planning process and assisted Mirvac in relation to the conditions of the planning permit. Collie also prepared the various documentation associated with the planning scheme amendment, development plan and planning permit application.
