_ROSALIA AREA 1 APPROVED AT VCAT

You may recall that in July 2023, the Gisborne Area 1 Development Plan (GA1DP) at Ross Watt Road in Gisborne was approved in response to a VCAT order.  The site, known as ‘Rosalia Gisborne’, is covered by a Development Plan Overlay that requires a development plan to be submitted and approved before a planning permit can be approved and development commence. 

Since that approval, the VCAT case for consideration of the application for Planning Permit Area 1 (PPA1) progressed and was recently approved. 

The PPA1 allows for the staged subdivision and development of the site for residential purposes, with the future development of the remaining site area to be completed under separate approvals.  The overall GA1DP development will include a network of roads, a range of residential lots (medium density to larger residential lots), a number of public open spaces and reserves (including the Jacksons Creek Conservation Reserve and drainage reserves), a future local convenience centre and a childcare centre. 

Collie assisted ID_Ross Watt Road Pty Ltd with preparing the PPA1 application and submitting the initial application to Macedon Ranges Shire Council (MRSC) however, the application was refused by Council.  In response, an application for review by VCAT was made and subsequent rounds of mediation, committee meetings and hearings were held with ID_Land, MRSC and relevant referral authorities. 

During the VCAT appeal process, Collie continued to provide town planning advice as required and updated the PPA1 planning report in response to VCAT interim orders.  

Collie is very pleased that the PPA1 permit has been approved by VCAT and is looking forward to development at Rosalia commencing.
