_Stage 2: Housing Intensification Around Transport Hubs

Amendment GC285 to six (Boroondara, Glen Eira, Greater Dandenong, Kingston, Stonnington and Whitehorse) Victorian planning schemes was gazetted on 22 July 2026. 

GC285 brings in stage 2 of the Victorian Government announcements on changes to planning schemes to promote housing intensification around a further twenty-three public transport-serviced activity centres across the six Municipalities.  It amends one or more of Purpose and Vision and Planning Policy Framework provisions, zone and overlay maps, in each of the planning schemes.  This follows the gazettal on 31 March 2026 of the announced stage 1 twenty-five transport-serviced activity centres across nine Municipalities. 

In particular, GC285 applies new built form and height controls to the core of each activity centre or where there is no recognised core, to specified sections of the centre. 

GC 285 was prepared and approved by the Minister for Planning and was not the subject of public exhibition or an independent panel hearing.  Details of the new provisions are now included in the relevant planning schemes.
