Collie worked with the client in preparing its submission to the independent panel that considered Amendment C149 to the Knox Planning Scheme. The Amendment affected a large parcel of land controlled by Development Victoria on the corner of Burwood Highway and Scoresby Road, Knoxfield.

The proposed amendment included a number of provisions that were considered premature, unnecessarily restrictive, or otherwise unreasonable.

In addition to preparing the submission, Michael Collie represented the client at the Panel hearing.

The published Panel report included recommendations which generally supported the submission of the client.
